A comment can be about a few words of an article instead of the whole card: "is this number still right?", next to the number. Others answer under it, and when it is settled, someone resolves it.
Everyone who can open the board can do this, viewers too. Nobody needs to be able to edit the article.
Open the article full page: open the card and click Expand.
Select the words you mean. A Comment button appears by them.
Click it, write your comment, and press ⌘Enter (Ctrl+Enter) or click Comment.
The words are marked in the text, and your comment sits beside it.
Select a whole sentence, or a whole paragraph, when that is what you mean.
@ mentions someone, as in any comment.
On a phone, select the words the way your phone does (press and hold, then drag the ends). The Comments button at the top opens the comments over the text.
Every comment on the text is also in the card's Comments, with the words quoted above it. It is one conversation, shown in two places. Click the quoted words there to open the article at them.
Nothing is written into the article to hold a comment in place. The comment remembers its words, and finds them again each time the article is shown.

The words themselves are rewritten
The comment says "The text this was about has changed". It stays in Comments, and beside the text under No longer in the text. Resolve it if the rewrite settled it.
The same words are in the text twice
The comment stays with the ones it was made on, told apart by what stands around them.
So an assistant can rewrite an article, or five people can write in it at once, and no comment is lost.
You can comment while you write, too (Edit): select the words and click Comment, as when you read. The marks and the comments stay in view, and the words you chose stay marked while you, or others, go on writing. Words you typed a moment ago are saved first, so the comment is about words everyone has.
A visitor with the public link reads the comments and can't add any.
Deleting a comment on the text deletes the answers to it.

The marks need a current browser. In an older one the comments are all there, beside the text and on the card, without marks in the text.

Who is told
The same people as for any comment:
The line under their bell quotes the words, and opens the article at them. When someone else resolves a comment of yours, you get one line saying so.
